Abstract

The piece argues that Arctic sea ice recession will enable commercial shipping through the Northwest Passage by the late 2030s, creating strategic and economic opportunities. The author contends that the United States and Canada are off to an uninspiring start in developing Arctic infrastructure compared to Russia and China.
