Abstract

The article argues that following China's 2013 Belt and Road Initiative launch, the United States has lacked an adequate competitive response. The authors propose a framework enabling strategic economic engagement abroad, including a counter-BRI strategy and tactical reforms to U.S. government international development policy processes.
